Interpol, Interpol for short? Founded in 1923, formerly known as Interpol Committee, headquartered in Vienna, Austria? World War I

19 14 In April, at the initiative of Prince Plinz Abelt I of Monaco, jurists and heads of police organs from 14 countries met in Monaco on the Mediterranean coast and discussed the following four issues: (1) Formulating quick and simplified measures to catch criminals; (2) improving personal identification methods; (3) establishing an international archive center; (4) Unify extradition methods. The resolution of this meeting put forward: "If the participating governments agree, an organization with the same purpose can be set up to serve the police organs of various countries for the purpose of collecting information and consulting", which expressed the desire of the police departments of various countries to work together to deal with international crimes for the first time. Therefore, people call this meeting "the first Interpol Congress" and think that this meeting is the first attempt to establish Interpol.

However, two months after the first Interpol meeting, the first world war broke out, which made it impossible to implement the specific plan formulated by the meeting. After the war, the original Austro-Hungarian Empire split into several countries. From time to time, the police organs of these countries will go to the former Austria-Hungary Criminal Archives Center in Vienna to look for information. This situation inspired Dr. Johannes Schobel, the police chief of Vienna, who initiated the "Second International Criminal Police Conference".

This meeting is a continuation of the Monaco meeting and a milestone in the development history of Interpol. It is generally believed that Interpol was formally established from 1923.

In the 1920s and early 1930s, the rudiment of Interpol began to take shape: the original administrative committee of Interpol was reorganized into Interpol Bureau as a permanent working body; Within member states, Interpol stations have been set up to keep in touch with Interpol. Subsequently, Interpol began to register international crimes and criminals, issued international wanted orders, and assisted in identifying criminals according to the criminal cards it held. The Second World War

Before 1938, the Vienna Committee of Interpol had been working normally, with 34 member countries. However, in March of 1938, Hitler fascist Germany and annexed Austria, and the notorious German security police chief heydrich recommended himself as the chairman of Interpol. 1939, World War II broke out in an all-round way, and the archives were transported to Germany. Interpol exists in name only and is in a state of paralysis.

Shortly after the end of World War II, the activities of Interpol began to resume. 1in June, 946, police officials from European and American countries gathered in Brussels to discuss the issue of "coordination and cooperation between criminal police departments of various countries in combating international criminals". The meeting decided to establish the International Criminal Police Commission, with its headquarters in Paris. The new "Committee" has a general secretariat and a national central bureau in each member. The meeting adopted provisional rules to replace the pre-war organizational charter. This temporary rule has been used in 1956. The meeting elected a five-member executive Committee for a term of five years. In his speech, Belgian Police Commissioner Lowag, chairman of the committee, said: "All the reasons for the establishment of the Interpol Committee in the past have come back to us today, asking us to rebuild this institution.
